This enumeration is used to specify the
SoapDocumentServiceAttribute.RoutingStyle and the
SoapRpcServiceAttribute.RoutingStyle properties.
Allowed values are RequestElement (the message is
routed based on the first child element in the body of the SOAP
message) and SoapAction (the SOAP message is
routed based on the SOAPAction HTTP header).
