If any group or individual wanted to shut down long-distance 802.11 use, they could do it via the FCC's Rules and Regulations, or by creating new rules that encourage FCC enforcement of the current rules on owner restrictions and equipment certification. It's also helpful to know how to comment on Notices of Inquiry (NOI) or Notices of Proposed Rulemaking (NPRM). The FCC has public comment periods for both items, but it is up to you to find out about changes that might affect you. Once you've researched the issue, submit a good argument that describes why you do or don't want a particular NPRM to become a new rule.
