laravel how to nested foreach

$groupedQuarterly = $dth->mapToGroups(function ($item, $key) {
    return [$item['triwulan'] => $item];
})->toArray();

return view('Triwulan.index',compact('groupedQuarterly'));
This should yield something similar to:
