Add new project
In the Add new project menu search for class library
From the list select the class library (.Net Framework) option
Click next select name and location and from the .Net framework drop down select your prefered .net framework
If the .net framwork is not there open visual studio installer , modify , install individual components and search .net
Install the needed framework
