ค่าธรรมเนียมและค่าภาระทางกงสุล ตามข้อ 39 ของอนุสัญญากรุงเวียนนา ได้กำหนดไว้ว่า1. สถานที่ทำการทางกงสุล อาจเรียกเก็บในอาณาเขตของรัฐผู้รับ สำหรับการปฏิบัติงานทางกงสุลซึ่งค่าธรรมเนียม ค่าภาระตามที่ได้บัญญัติไว้โดยกฎหมายและข้อบังคับของรัฐผู้ส่ง2. จำนวนเงินที่เก็บได้ในรูปค่าธรรมเนียมและค่าภาระตามที่อ้างถึงในวรรค 1 ของข้อนี้ ใบรับสำหรับค่าธรรมเนียมหรือค่าภาระเช่นว่านั้น จะได้รับยกเว้นจากค่าติดพันและภาษีทั้งปวงในรัฐผู้รับ
