	Indigent Nationals ความหมาย คือ คนในชาติที่ต้องประสบความยากจนข้นแค้นในต่างแดน ในเรื่องนี้ มีหลายประเทศได้อนุญาตให้ผู้แทนทางการทูตและทางกงสุลของตนอำนวยความช่วย เหลือเท่าที่จำเป็นแก่คนชาติของตนที่ประสบความยากจนข้นแค้นในต่างประเทศรวม ทั้งค่าส่งตัวกลับประเทศด้วย มีหลายรายที่กำหนดให้คนชาติที่ต้องทุกข์นั้น แจ้งถึงสาเหตุที่ต้องประสบความยากจนข้นแค้น และสัญญาว่าเงินที่ได้รับนี้จะต้องชดใช้คืนภายหลัง ตามปกติ ผู้แทนทางการทูตหรือกงสุลจะต้องปรึกษากับกระทรวงการต่างประเทศของตน ก่อนที่จะนำเงินให้คนชาติของตนกู้ยืมหรือไปรับรองบุคคลเหล่านั้น หรือไปรับผิดชอบทางการเงินใดๆ
